Legislative and Policy Options to Control Hydrofluorocarbons

This guidance document supports implementation of the Kigali Amendment to the Montreal Protocol by outlining legislative and policy options for reducing hydrofluorocarbon consumption and production in developing countries. It explains the relationship between hydrochlorofluorocarbon phase-out and hydrofluorocarbon phase-down, highlighting the climate risks associated with increasing hydrofluorocarbon use despite their non-ozone-depleting properties. The publication presents measures for monitoring and controlling trade, establishing quotas and restrictions, introducing phase-down schedules, maintaining substance and equipment records, reducing emissions through leakage controls, and strengthening awareness and capacity-building activities. It complements earlier guidance on hydrochlorofluorocarbons and serves as a practical tool for national implementation.
