dc.descriptionThis report is a terminal evaluation of a UNEP project implemented between 2004 and 2008. The projects main objective was objective to enable African countries to implement multilateral and regional environmental agreements through a capacity building initiative. The evaluation set out to assess project performance and determine outcomes and impacts (actual and potential) stemming from the project, including their sustainability. The evaluation had two primary purposes to provide evidence of results to meet accountability requirements; and to promote learning, feedback, and knowledge sharing through results and lessons learned among UNEP, NEPAD, the GEF and their partners
