The contents of this report are structured as follows: Section 2defines the problem and highlights automobile use as major contributor to CO2emissions. Section 3 then explores the policy failures that influence a continuedincrease in automobile use. Section 4 provides an overview of the cases in theAppendix that review and analyse the numerous ongoing public policies and actionsaimed at reducing CO2 emissions. Section 5 briefly pulls together the majoringredients for improving infrastructure design and the actions taken to motivate andsustain changes. Some concluding observations are found in Section 6.
