Core actions include ratifying the Kigali Amendment by 2024; publishing national cooling action plans by 2026; adopting building energy codes that embed passive cooling and efficiency by 2030; raising the global average efficiency of new air conditioners by 50% by 2030 from a 2022 installed baseline; establishing and enforcing minimum energy performance standards; prioritizing low-GWP, high-efficiency public procurement; improving refrigerant lifecycle management; investing in research and deployment; conducting annual progress reviews; and enabling subnational measures such as heat plans and expanded urban green and blue spaces.
