Based on a desk review of 25 submitted strategies, it examines preparation processes, legal preparedness, integration of the strategic plan and targets, monitoring indicators, and approaches to resource mobilisation. The assessment identifies common patterns, highlights examples of national practice, and notes limitations arising from the small number of strategies reviewed. It also presents general recommendations to strengthen ongoing revision processes through improved stakeholder participation, legal frameworks, monitoring arrangements, political ownership, financing strategies, and implementation planning.
