It sets four levers for stimulus design: sustainable infrastructure investment, green fiscal space, circular value chains with a focus on SMEs, and sustainable tourism paired with integrated waste management. It highlights infrastructure’s role in over 60% of global GHG emissions and the reach of sustainable public procurement, averaging 15% of GDP in OECD countries and 25% in developing economies, while urging carbon pricing and subsidy reform. Examples from Guyana and the Dominican Republic show application in roads and tourism value chains.
