The annual average precipitation of the region is around 1,800 mm and seasonal winds from Eurasia cause heavy snowfalls in winter. The population of 33.67 million in the region consisting of 16 prefectures accounts for 26.4% of the national population. A population density of 193 persons/km2 in the region is rather small compared to the national population density of 340 persons/km2.
