That year also marked the transformation of UNEP’s governing body into the United Nations Environment Assembly (UNEA), expanding from 58 to 193 countries—a shift that underscored the global centrality of environmental issues. This historic change introduced a broader political context, demanding UNEP deliver enhanced value to an expanding and diverse body of stakeholders. The report emphasizes UNEP’s strengthened results-based management, strategic partnerships, and improved financial stewardship, with a $334 million expenditure out of an income of $419 million. It documents progress across seven thematic subprogrammes, demonstrating the organization’s increasing capacity to catalyze systemic change in global environmental governance.
