NO In recent years, extended producer responsibility (EPR) has made a real impact on the U.S. recycling stage, promising improved recycling rates for packaging and printed paper as well as market stability, steady funding for local programs, and enhanced recycling access, education, and infrastructure. This policy approach is not an unattainable vision, but rather an actualized strategy; countries worldwide have relied on EPR programs to manage recyclables for decades and there is data to show that EPR works.
