It compiles national assessments for China, Japan, the Republic of Korea, and the Russian Federation; reviews sources and quantities from shoreline surveys and ICC data; and maps legal frameworks, institutions, and ongoing initiatives. It identifies plastics and polystyrene as dominant categories, notes uneven data coverage, and highlights fisheries, shoreline recreation, and shipping as major sources. It also outlines gaps in enforcement, coordination, and monitoring. The second part presents RAP MALI, a non-binding action plan approved in March 2008, with three objectives: prevent inputs, monitor distribution, and remove existing litter, plus a 2008–2009 workplan and budget for initial implementation.
