The implementing partners are the Ministry of Water and Environment (MoWE), National Environment Management Authority (NEMA), Uganda Cleaner Production Centre (UCPC) and the United Nations Development Programme (UNDP).This report summaries the policy, laws, regulatory frameworks and business environment, and lays a new basis for implementation of the programme in Uganda with emphasis on supporting inclusion of SCP practices in policy, law, regulations and conduct of business. The implementation plan is based on findings gathered during this phase and updates the UNEP mission programme document. The implementation plan is to ensure that all relevant parties have the same baseline information, the same understanding and are committed to the implementation of the programme.
