NO The past year represented a milestone in the history of the United Nations Environment Programme. The beginning of  the year marked the culmination of a period of review and evaluation when the twentieth session of the UNEP Governing Council endorsed a new vision and direction for the organisation. Having been provided with a clearly defined and strengthened  role and mandate, and a strong spirit of rejuvenation, UNEP moved during 1999 to effectively implement its new vision and programme of work.
