NO This report is a management-led Terminal Review of a UNEP/GEF project implemented between 2018 and 2022.The project's overall development goal was to implement cost-effective CO2 reduction measures initiated by developing the market for solar thermal heating systems in Panama. The review sought to assess project performance (in terms of relevance, effectiveness and efficiency), and determine outcomes and impacts (actual and potential) stemming from the project, including their sustainability. The review has two primary purposes: (i) to provide evidence of results to meet accountability requirements, and (ii) to promote learning, feedback, and knowledge sharing through results and lessons learned among UNEP, the GEF and the relevant agencies and institutions of the project participating countries.
