NO This report is a Terminal Evaluation of the UNEP/GEF project “Sustainable Capacity Building for Effective Participation in the Biosafety Clearinghouse” (BCH-III), implemented between 2016 and 2025.The project's goal was to provide support to eligible parties for GEF funding in order to sustain and build capacity for effective participation in the BCH in line with COP/MOP Decisions, specifically BS VI/5 paragraph 2f. The evaluation sought to assess project performance (in terms of relevance, effectiveness and efficiency) and determine the sustainability of its results. The evaluation had two primary purposes: accountability and learning. Data collection methods included: field observations, in-depth interviews, Focus Group Discussions and document reviews. Data analysis was based on applying triangulated data to assess performance against a reconstructed Theory of Change and its causal pathways. With an overall performance rating of Satisfactory, the 2nd point on a six-point scale, the main findings include: i) strong strategic relevance and effective output delivery despite COVID-19 disruptions and extended implementation delays; ii) effectiveness was broadly achieved at output and outcome levels, though outcome-level monitoring was weak and country-level institutionalization varied considerably due to staff turnover and limited domestic financing; iii) enhanced sustainability prospects supported by the VLE's continued availability and the Regional Advisor network, but constrained by uneven national ownership and the absence of dedicated domestic resources. The main recommendations to UNEP are: to strengthen outcome- level monitoring in future global capacity-building projects, formalize knowledge-transfer continuity mechanisms including VLE maintenance and explicitly integrate human rights and gender frameworks into project. Implementing parties are advised to prioritize countries with demonstrated institutional commitment through performance-based financing, and to engage non-state actors through targeted entry points within national biosafety governance frameworks.
