NO Whilst much of UNEP’s focus is at the national level – building environmental institutions, improving technical expertise, and developing environmental management tools (such as laws and policies) – UNEP ensures that this work is symbiotically linked to its field-level projects, so that lessons learnt from piloting new, innovative approaches at the community level feed into national-level policy development, and vice-versa.
