NO This report is a Terminal Evaluation of the UNEP project: Environment in Humanitarian Action (EHA), implemented between 2019 and 2023. The project's overall goal was to strengthen the integration of environmental considerations into humanitarian action by improving the capacity of humanitarian actors to identify, assess and manage environmental risks associated with humanitarian crises and response operations. The evaluation sought to assess project performance (in terms of relevance, effectiveness and efficiency) and determine the sustainability of its results. The evaluation has two primary purposes: accountability and learning. Data collection methods included document reviews, in-depth interviews and focus group discussions. Data analysis was based on applying triangulated data to assess performance against a reconstructed Theory of Change and its causal pathways. With an overall performance rating of Moderately Satisfactory, the third point on a six-point scale, the main findings include: i) the project made a significant contribution to strengthening awareness, knowledge and capacity on the environment–humanitarian nexus, particularly through practical tools such as NEAT+ and related guidance products; ii) project performance was constrained by weaknesses in governance arrangements, monitoring systems, sustainability planning and engagement with national and local government actors; and iii) while the project generated important outputs and influenced humanitarian practice, evidence of outcome-level results and long-term institutionalization was uneven across project components. The main recommendations to UNEP are to strengthen governance and coordination mechanisms, improve monitoring systems and outcome-level data collection, enhance sustainability planning and resource mobilization, and increase engagement with national and local actors. Implementing parties are advised to build on the tools, partnerships and knowledge products developed under the project and continue mainstreaming environmental considerations into humanitarian policies, planning and operations.
