NO The Second National Communication is the second assessment of Albania’s present situation with regard to climate change. At the same time, it serves as the basis for future action, research, improvement, offering opportunities for policy refinement and development. This document goes beyond the reporting commitment of a non-Annex I Party, under the existing guidelines for the preparation of the National Communications to the UNFCCC. Albania, has developed the time series for GHG inventories for the period 1990 – 2000, has updated the mitigation analysis and has developed the Action Plan for Adaptation to facilitate the process of mainstreaming the climate vulnerability and adaptation response to the national planning and policy.
