The review sought to assess project performance (in terms of relevance, effectiveness and efficiency), and determine the sustainability of its results. The review has two primary purposes: accountability and learning. Data collection methods included: in-depth interviews and document reviews. Data analysis was based on applying triangulated data to assess performance against a reconstructed Theory of Change and its causal pathways. With an overall performance rating of Moderately Unsatisfactory, the 4th point on a six-point scale. The main finding attributing to the rating is that neither project outcome was achieved as designed due to a combination of design limitations and external factors. The main recommendations to UNEP are: i) to engage with KRU to expand the dashboard to global coverage with automated data updates, ii) to engage with the Global Energy Monitor the possibility of hosting the tools to ensure institutional sustainability, and iii) engage with the Minamata Convention Secretariat to ensure post-project dissemination of the dashboard to Parties to the Convention.
