NO Evaluation in UNEP promotes learning and accountabilityand is a key source of credible, timely, evidence-basedinformation for decision-making. UNEP is held accountable for the quality and deliveryof its work through evaluations and other performanceassessments. The Evaluation Office conductscomplementary evaluations at various levels that examinethe different projects, programmes, policies, strategiesand themes within UNEP’s Programme of Work.This manual is intended for use by all UNEP staffinvolved in the delivery of the Programme of Work. Itespecially targets staff designing projects, Project/TaskManagers (referred to hereinafter as Project Managers),and Portfolio Managers/Branch and Unit Heads. Italso provides guidance to Evaluation Office staff andevaluation consultants and serves to inform externalpartners and stakeholders (e.g. auditors, fundingpartners etc). This Evaluation Manual supercedes all previous versions and is consistent with the UNEP Evaluation Policy approved in October 2022.
