NO This report is a Terminal Evaluation of the UNEP project: “Rapid Environmental Assistance for Crisis Affected Countries”, implemented between 2017 and 2024. The project's overall goal was to save lives and reduce harmful impacts on human life, health, livelihoods, and to ecosystems from disasters and conflicts by rapidly providing affected countries and UN partners with the technical assistance and capacity to systematically and collaboratively address the environmental dimensions of disasters and conflicts. The evaluation sought to assess project performance (in terms of relevance, effectiveness and efficiency) and determine the sustainability of its results. The evaluation has two primary purposes: accountability and learning. Data collection methods included: in-depth interviews, survey questionnaires and document reviews. Data analysis was based on applying triangulated data to assess performance against a reconstructed Theory of Change and its causal pathways. With an overall performance rating of ‘Satisfactory’, the main findings include: i) the project demonstrated effective adaptive management, strong stakeholder engagement, and consistent fundraising success—confirming a clear demand for UNEP’s environmental assistance in crisis contexts; (ii) it demonstrated UNEP’s contribution to broader shifts in disaster and waste management approaches, with evidence of sustainability and replicability; and (iii) the request-based mechanism remains under-recognized; weak institutional prioritization, reduced capacity, funding constraints, and unclear positioning on disaster/conflict work, hindered the project’s full potential and future scalability. The main recommendations to UNEP are: (i) An internal tracking system should be put in place to systematically register all received requests and their chain of actions. (ii) The actual communication strategy should be clarified to be in line with how it was designed. (iii) The agreed SOPs of the UNEP Environmental Emergency Reserve Fund should be followed and made operational to improve its efficiency.
