It constructs a business-as-usual baseline for 2015–2035 using sector assumptions, bottom-up scenario building, and a supporting spreadsheet, while noting data gaps and uncertainty in activity data. Mitigation actions are formulated from adopted NAMA and NDC-related priorities, with MRV needs specified.
