NO This report is a Terminal Review of the UNEP project: Capacity Building for Azerbaijan to Meet the Requirements of Enhanced Transparency Framework of the Paris Agreement implemented between 2020 and 2025. The project's overall goal was to strengthen institutional and human capacities in Azerbaijan to meet the reporting requirements of the enhanced transparency framework of the Paris Agreement by establishing a tracking system to support reliable domestic monitoring, reporting and verification (MRV) arrangements. The review sought to assess project performance (in terms of relevance, effectiveness and efficiency), and determine the sustainability of its results. The review has two primary purposes: accountability and learning. Data collection methods included: in-depth interviews, document reviews, and assessment of the online platform established. Data analysis was based on applying triangulated data to assess performance against a reconstructed Theory of Change and its causal pathways. The overall performance rating was Moderately Satisfactory.
