The review assesses implementation from November 2014 to July 2019 against strategic relevance, design quality, effectiveness, efficiency, financial management, monitoring, sustainability, and performance factors. The project addresses high coastal vulnerability through institutional capacity development, ecosystem rehabilitation, livelihood support, and integration of climate change adaptation into coastal zone management policies across four regions. The review draws on document analysis, interviews, and field missions, and finds overall performance to be highly satisfactory despite political instability and operational constraints.
