NO Although the idea of summarizing the state of marine pollution in the world oceans is probably much older than one might imagine, the specific idea of reviewing the health of the oceans seems to have first arisen in the report of the ACMRR/SCORR/WMO Joint Working Party on Global Ocean Research (Ponza and Rome, 29 April - 7 May 1969).
