NO The need to protect human health was the driving force behind the establishment of the Vienna Convention for the Protection of the Ozone Layer and the Montreal Protocol on Substances that Deplete the Ozone Layer (1987). The treaties are the internationalresponse to the significant threats to human health and the environment posed by the continued use of ozone depleting substances (ODS) in the global economy.
