NO Following various technological accidents in both highly industrialised and industrialising countries which resulted in adverse impacts on the environment, the United Nations Environment Programme Industry and Environment office (UNEP IE) launched the Awareness and Preparedness for Emergencies at Local Level (APELL) programme.
