Successive UN-REDD Programme strategies (for the periods 2016–2020 and 2021–2025) have consistently included work on tenure as a key enabling condition for REDD+. The approach of the UN-REDD Programme with regard to tenure is based on the Voluntary Guidelines on the Responsible Governance of Tenure, a landmark document developed and endorsed by the Committee on World Food Security under the auspices of the Food and Agriculture Organization of the United Nations.
