NO This report is a Terminal Review of the UNEP grant: “Strengthening National Capacities of Nine Asia-Pacific Countries to Address Plastic Pollution by Developing, Updating, Monitoring and Reporting on National Action Plans, in the Context of the Negotiation for a Global Agreement”, implemented during 2023-2026. The grant’s overall goal was to strengthen the capacity of governments and UN country systems in nine Asia-Pacific countries (Brunei Darussalam, Cambodia, Indonesia, Laos People’s Democratic Republic, Malaysia, Philippines, Samoa, Thailand, Viet Nam) to develop and implement more coherent, evidence-based, and internationally aligned responses to plastic pollution. The review sought to assess performance (in terms of relevance, effectiveness, and efficiency) and determine the sustainability of its results. The review had two primary purposes: accountability and learning. Data collection methods included: document review and in-depth stakeholder interviews. Data analysis was based on applying triangulated data to assess performance against a reconstructed Theory of Change and its causal pathways, drivers, and assumptions. With an overall performance rating of Satisfactory, the main findings include: i) strong strategic relevance and responsiveness to evolving global plastics policy dynamics; ii) effective support to national policy development, EPR readiness, and UN system integration despite a complex operating environment; and iii) sustainability prospects that depend on continued institutional uptake, political commitment, and follow-on support for implementation. The main recommendations to UNEP are to strengthen Theory of Change design and more explicitly situate project-level interventions within broader implementation and transition pathways; strengthen programme- and portfolio-level approaches for outcome-oriented monitoring, utilisation tracking, and organisational learning systems across UNEP plastics initiatives; and strengthen shared governance, country ownership, and institutional anchoring in future programming. Implementing partners are advised to strengthen institutional embedding, implementation follow-through, and systematic tracking of how project-supported tools, guidance, analyses, and capacity-building efforts are operationalised, institutionalised, and sustained within national systems and broader implementation processes.
