NO This volume comprises one of the efforts to operationalize the concept of capacity building. Malawian nationals prepared the reports, and where there is necessity for follow up work, they can be called upon to follow up and complete the process. Where laws have been enacted, nationals of Malawi know the background and why the provisions were made. At the same time the volume may be useful to students of environmental policy and law as well as other countries which may consider comparable topics for themselves.
