NO This document outlines the conceptual framework, strategic direction, and implementation approach for revising the UNEP Global Environmental Data Strategy (GEDS) to create an adaptive, federated data ecosystem that supports science-based policymaking. It establishes a vision to address global environmental challenges through collective action, structured around three pillars: cultivating enablers, nurturing capabilities, and enhancing adaptability. Key priorities include strengthening inter-divisional cooperation, developing sustainable funding mechanisms, advancing digital collaboration, and shifting from supply- to demand-driven approaches. The strategy is underpinned by ten principles for data action and operationalized through three mechanisms—Adaptive Scenario Making, Demand-Driven Management, and Decentralized Autonomous Organization—supported by visioning scenarios and adaptive pathways.
