The project aimed to protect Caribbean biodiversity from Invasive Alien Species (IAS) threats intensified by trade, tourism, and climate change, while safeguarding agricultural livelihoods and key economic sectors. The evaluation has two primary purposes: accountability and learning. The evaluation sought to assess project performance (in terms of relevance, effectiveness and efficiency) and determine the sustainability of its results. Data collection methods included: field observations, in-depth interviews, Focus Group Discussions and document reviews. Data analysis involved triangulation of data from multiple sources to assess performance against a reconstructed Theory of Change and its causal pathways. The project demonstrated strong project design, strategic relevance, financial management, monitoring and reporting. On the other hand, the project posted weak performance in terms of effectiveness, efficiency, and sustainability which largely contributed to an overall performance rating of Moderately Unsatisfactory, the 3rd point on a six-point scale. Two no-cost extensions totalling 39 months reflected slow implementation, and adaptive management weaknesses meant that mid-term review recommendations went largely unaddressed. The evaluation offers six recommendations emphasizing follow-up on unfinished activities, development of an exit strategy, conducting impact assessment of capacity building interventions, private-sector engagement in future interventions, ensuring high-level government participation in project governance, and integration of IAS responsibilities into entry-point staff terms of reference.
