Advancing Green Cooling through Sustainable Public Procurement

Abstract

This paper presents a strategic framework for advancing sustainable cooling solutions in public procurement, informed by India's pioneering efforts and global best practices. Developed through a collaboration between USAID/India, UNEP, and Environmental Design Solutions, it offers actionable guidance on integrating sustainability into procurement processes to achieve climate-resilient, energy-efficient infrastructure. Drawing from real-world case studies—including India's Government e-Marketplace green AC initiative and EESL’s Super-Efficient Air Conditioner Program—it underscores the role of lifecycle cost analysis, low-GWP refrigerants, and total cost of ownership in shaping procurement decisions. The document situates procurement as a powerful tool for driving market transformation, aligning public sector purchases with national carbon intensity reduction targets and the India Cooling Action Plan.
