Institutional capacity within Melanesian countries to effectively respond to climate change impacts, with a focus on Vanuatu and the Solomon Islands

This report provides an in-depth assessment of institutional capacity within Melanesian countries, with a specific focus on Vanuatu and the Solomon Islands, to effectively address the impacts of climate change. Developed by SPREP and supported by the MacArthur Foundation, this analytical document explores both enabling and adaptive institutional capacities, mapping out critical gaps and strengths across governance, policy frameworks, public awareness, and community participation. It evaluates the roles of national and provincial governments, lead agencies, and traditional systems, and underscores the need for integrated programming, effective coordination mechanisms, and knowledge management. The report also outlines a two-pronged approach to strengthening capacity—through immediate, catalytic measures such as awareness campaigns and strategic planning, and longer-term reforms targeting political commitment and legal frameworks.
