Abstract
This report presents a terminal review of a climate change adaptation project implemented in Comoros between 2017 and 2022 by the United Nations Environment Programme with support from the Global Environment Facility. It assesses performance at operational completion against strategic relevance, effectiveness, efficiency and sustainability criteria. The review draws on document analysis, stakeholder interviews, site visits and validation of evidence to form its judgements. The project aimed to strengthen climate resilience through rehabilitated watersheds, forest restoration and adaptive livelihoods using an integrated watershed management and community-based approach. Overall performance is rated moderately satisfactory, reflecting alignment with national and organisational priorities, demonstrated community benefits, and significant implementation challenges that constrained full achievement of targets.
