ADAPT Cost Project: Analysis of the Economic Costs of Climate Change Adaptation in Africa

This monograph summarises research investigating the economic costs of adapting to climate change in Africa and reviews available evidence to support policy discussions on financing adaptation. The document examines multiple analytical approaches, including global economic modelling, investment and financial flow assessments, and sectoral or national studies, to estimate potential adaptation costs. It discusses methodological challenges such as uncertainty in climate projections, socio-economic assumptions, sector coverage and the treatment of adaptation measures. Sectoral evidence is reviewed for coastal zones, health, ecosystems, agriculture and water resources, highlighting potential impacts and adaptation responses. The analysis indicates that climate change could impose significant economic losses in Africa, while adaptation investments—ranging from capacity building to infrastructure—can substantially reduce risks but require considerable financial resources over time.
