Abstract

This document outlines the conceptual framework, strategic direction, and implementation approach for revising the UNEP Global Environmental Data Strategy (GEDS) to create an adaptive, federated data ecosystem that supports science-based policymaking. It establishes a vision to address global environmental challenges through collective action, structured around three pillars: cultivating enablers, nurturing capabilities, and enhancing adaptability. Key priorities include strengthening inter-divisional cooperation, developing sustainable funding mechanisms, advancing digital collaboration, and shifting from supply- to demand-driven approaches. The strategy is underpinned by ten principles for data action and operationalized through three mechanisms—Adaptive Scenario Making, Demand-Driven Management, and Decentralized Autonomous Organization—supported by visioning scenarios and adaptive pathways.
