Resilient and Inclusive Circular Economy to Build Back Better and Greener - Articulating Social and Environmental Policy for Post-COVID-19 Recovery in Latin America and the Caribbean - Policy Brief

This document outlines a policy brief for aligning post-COVID-19 recovery with a resilient, inclusive circular economy. It sets four levers for stimulus design: sustainable infrastructure investment, green fiscal space, circular value chains with a focus on SMEs, and sustainable tourism paired with integrated waste management. It highlights infrastructure’s role in over 60% of global GHG emissions and the reach of sustainable public procurement, averaging 15% of GDP in OECD countries and 25% in developing economies, while urging carbon pricing and subsidy reform. Examples from Guyana and the Dominican Republic show application in roads and tourism value chains.
